The book attempts to engage the transitional developing societies, however, legislature’s effectiveness proclaims with their sense of participation in the political arena to make a democratic aspect more prevalence in its functioning. That function is of acting as a check against the unlimited authority of the executive branch. Legislatures make an effort to construct a new typology of legislative functioning in developmental perspective. The presence of legislature represents an embryo of responsible government, a hope that must be cherished and nourished. The legislative members, whether appointed or elected, are political creatures who are responsive, by definition must be, to the desires and wishes of the people. In many cases they are a barometer that measures the likes and dislikes of the public at large: groups or even individuals. The legislature as serves as training ground for potential leaders. The sessions of the legislature, regardless of their ultimate effectiveness, serve at least to focus the popular attention and interest and provide topics for the mass media to discuss activities which help to keep alive the idea of parliamentary representative democracy.
