Looking Back the Efforts on Decentralization in India
Decentralization is a global phenomenon and it is operationalized by the governments depending on the requirements of the county. In India, only after enacting the 73rd and 74th Amendment to the Constitution of India, India became rarely a representative democracy. It has transformed the very character of our democracy from representative to representative and participatory democracy. Indian democracy is always a paradox as it is in short in quality long in quantity. We have institutional mechanism for to democratic the society, but the institutional mechanisms have not transformed the behaviour and practices of the people. Against this background, decentralization was thought of and as a result new democratic governance mechanism had been installed at the ground constitutionally to deepen democracy. Achieving economic development, social justice and deepening of democracy are the prime goals of the new Panchayati Raj System. Twenty years have gone after the introduction of the Constitutional Amendment.
