Synopsis The library is the life-blood of an academic institution, a fact which has been emphasised by one and all using a variety of words and expressions. The library can perform its function of accumulation, preservation, and dissemination of knowledge only if it is directed by one who knows the objectives and potentialities of the library, fully knows how and where to find out the material as well as is thoroughly acquainted with the ‘hide and seek’ character of most of the micro-documents which baffle even the high intellectuals and scholars of repute. A scholar no matter, how great an individual may be in his own field of specialisation, he is not qualified to operate a modern university library at "teaching and research" level without having sound bibliographical training and expert knowledge of indexing and abstracting services and their techniques. Being associated in the academic pursuits of the university, the librarian must build up a well knit team of honest, dedicated and professionally competent staff. He, therefore, must have a sound knowledge of human engineering. University libraries do not run by themselves; they require a lot of organisation and administration. An array of responsibilities are vested upon the librarian as an entrepreneur in the industry of knowledge. This demands of him to have an adequate knowledge of the management techniques for adjusting the working force to the working environment, and, the working environment to the working force to maximise the library service to the academicians at the lowest cost and with reasonable effort. The purpose of the present study is to help the librarian achieve this laudable aim. Certain best techniques for administering and managing academic libraries are put together in this manual. The changes which have taken place in the sphere of library administration, within the last few years and the effect modern technology has had on library administration are adequately covered in detail. The manual is an acquisition for those aspiring to take charge of libraries in the near future and those who presently hold that charge and wish to administer their libraries more effectively and efficiently with lesser effort.
