Synopsis After independence, India adopted a model of planned economic development to alleviate the poverty of its masses. This has shown some improvement as far as general economic activities and raising of the per capita income are concerned. But facts remain that the problem of poverty has not been solved so far despite planned efforts spanning over four and a half decades. Before, measures for an elimination of poverty are suggested, it is imperative to have an idea about the extent and measurement of poverty. The poverty study have sought to examine the extent of poverty at macro-level. A critical appraisal of the government policies and programmes for eradication of poverty at macro-level has also been attempted. A new approach i.e. to use managerial skills to coordinate local self government especially Panchayati Raj Institutions to eradicate poverty, has been attempted.

Dr. Keshav Dev Gaur (born 1950) is presently serving as Deputy Director, Indian Council of Social Science Research (ICSSR), New Delhi. He holds a Ph.D. in Economics from University of Rajasthan Jaipur. Dr. Gaur, who has had a distinguished academic career which combines research, management and planning, has several research publications to his credit and currently engaged in researches in social sciences.
