Synopsis
The present work on Backward Castes critically examined and analyzed history of reservation policies and programmes for backward castes from the beginning in different states, recommendations given by various committees and commissions etc. The book also focused on after effects of announcement of Mandal recommendations and development after Mandal Judgement (1992). The following are the highlights of the book. The Volume I discusses reservation concerning the origin and rational behind its history, problems faced by backward castes in getting recognition for the purpose of reservation for a long period before and after independence. The Volume II discusses the recommendations made by various committees and commissions in states and two important commissions set up by government after independence. Volume III examines compulsions under which the National Front Government announced 27 per cent reservation for other backward classes and compiled views of cross sections of people such as lawyers, jurists, journalists and socialscientists etc. Volume IV discusses that the Backward Castes have been striving hard to get reservation benefit in education under Article 15 [4] and in employment under Article 16 [4] of the Constitution of India for which they had to seek interventions in different High Courts and the Supreme Court of India.
