Synopsis In the recent past, the developing countries have been increasingly realizing the bi-directionality of the human resource development and the quality of life. Education is a key element in the development and utilization of human resources and also has a long-term bearing on the trajectory of development. In the Indian context, inspite of significant developments during the last three decades, the educational scenario is characterized by many inadequacies. The present volume focuses on three critical issues namely, value education, education and social justice, and education and employment linkages. The value-orientation through education has suffered a set-back in the recent past especially due to the quantitative expansion which was not inputs for qualitative improvement. Although growth with equity has been one of the major objectives of socio-economic planning, the inequalities and distortious embedded in the system have continued to persist in various forms. With an increased emphasis on self-reliance and balanced regional development, reforms in education, particularly at the higher education level were aimed at providing manpower for a growing economy. Although over the years the higher education expanded at a varying pace, it outstripped the demand for educated manpower and, as a consequence, education-employment mismatches have emerged. The papers included in this volume provide the rationale for a new approach to educational policy and planning which is relevant to the immediate and the long-term needs of a developing country. The book should be of interest to both the development planners and the educationists as it highlights some development parameters having significant influence on the development of human resources.

C.L. Sapra (b. 1928) M.A. Ph.D. Senior Fellow and Head, School and Non-formal Education Unit, National Institute of Educational Planning and Administration, New Delhi. Worked in the Planning Commission, Government of India, and National Council of Educational Research and Training. Was associated with the Education with the Education Commission (1964-66) and Teachers Commission – I (1983-85). Scholar of International repute. Has been Consultant to UNESCO several times. Has also been a Distinguished Visiting Professor at the University Alberta, Edmonton, Canada. It Vice-President of the Board of Commonwealth Council for Educational Administration. Has authored and edited singly and iin collaboration17 books and contributed to numerous others. Has published a number of research papers and articles on various aspects of educational planning and management in reputed journals in India and abroad.
