Aspects of Public Administration in Nepal
Synopsis
Though the process of state-formation and national in Nepal was started by King Printhibi Narayan Shah, it took about a century to settle down her international boundary at the present shape. From 1846 to 1951 the country was under the grips of hereditary rulers – the Ranas. Administration during their regime was personalized and the concept of public administration was almost unknown. Hence the evolution of the concept of public administration in modern sense dates back to the dawn of democracy within the country in 1951. Since then, various efforts were made to modernize her administrative system. Number of new organization were established. Rules and regulations were passed. Working procedures were standerdised. Three indigenous major administrative reform commissions were set up and various programmatic changes were introduced. However, the country is not free from the evils of bureaucracy. In this context, the author interestingly analyses the problems motivation, problems of decentralization, problems of planning as well as the problems of programme implementation within the country. Based on appropriate methodological techniques, the book is written lucidly which is eminently readable and informative.
