Synopsis Discourses on development have increasingly shifted their attention from being purely economic to a more holistic one that encompasses quality of life, equitable distribution and sustainable development. Actualisation of these holistic model of human development requires a collaborative and coordinated action between state and mediation institution, like NGOs, community groups, etc. Carrying forward this inter-relationship between state and civil society institutions in furthering change and development, the book has taken one component of development: "Total literacy campaign". The study highlights the complementarity of state civil society institutions and simultaneously it emphasises the need of a vibrant community organisation for the success of state sponsored public policies and implementation. The work is pioneering empirical attempt to highlight the linkage between state and individual through the mediating institutions like NGOs.
