Synopsis This book is based on Kautilya's Arthashastra. The object of this book is to give within a small compass all the important facts relating to the administrative system of Kautilya's Arthashastra. It is an addition to the existing literature concerning the subject under discussion. Our administrative development does not appear to be rooted in well-conceved administrative thought. The present work concentrates on one of the most contextual aspects of the administrative system. The book consists of eight chapters. Historical antecedents; concept of the chief executive; administrative organization; personnel system i.e. recruitment, training, promotion etc., financial administration and management; judicial administration; dignity in civil service and challenges modern political administration face and how these challenges can be met in the light of Kautilya's administrative ideas. In selecting this subject the writer has selected a problem of undiminished political importance, that of discovering healthy and efficient principles, and suggested a model of public administration and governmental organization in a developing state which seeks to become a welfare state.
