This volume is a tribute of Prof. S.P. Verma whose contribution to the discipline of Public Administration has been invaluable. The editors have tried to weave together diverse themes in Public Administration which essentially draw sustenance from one another. The changing context of Public Administration has been a witness to changes in many such areas or streams. The volume tries to throw light on some of the emerging perspectives ranging from privatization debat, new economic policy, research and infrastructure development, organization building to decentralized planning, role of panchayats, hospital administration, law and order problem, administrative corruption, role of ethics and leadership. Public administration as a discipline has come a long way since the Wilsonian era. In India, it is facing new challenges which need to be grappled with if the subject has to sharpen its tentacles. The privatization debate is posing the most crucial question mark, forcing the scholars to look for endogenous responses within the discipline. The exercise may entail restructuring at the organizational level decentralizing at the operational level or even debureaucratising at the decision making level. This calls for a fresh introspection of the subject that would enable us to analyse the impact of globalisation on the economy, repercussions of haphazard urbanization and the debacles of grass-root planning. This volume is an attempt to throw light on varied pertinent aspects of Public Administration keeping in view the changing perspective and the growing dimensions of the discipline. While it is not feasible to summarise each and every argument put forword by the distinguished contributors to this volume, a little reflection on a few important issues may be in order.
