Theoretically, the book captures the policies/provisions/ programmes on primary education and their practical implementation/ refle3ction on the ground.

Sartik Bagh

Dr. Sartik Bagh born brought up in a remote rural area of the district Kalahandi,Orrisa. From the very childhood the author had the opportunity to closely obsrve the reality-the lives and people of rural areas. Lack of Basic amenities, dilapidated infrastructure, poverty and basic problems of primary education in the Rural areas. All this makes a background for the author and provides a basis to emphatically observe and understand the problems that afflicts and handicap the rural society. Perhaps this background provoked the author to work on “ Hunger and government’s Programmes in Kalahandi” (for the M. Phil. Programme) and later on “Decentralizing Education: The Role of Panchayati Raj and Community Participation.” Dr. Bagh graduated from the Government College, Bhawanipata, Kalahandi under Sambhalpur University and persuaded higher education in the Centre for Political Studies, JNU, New Delhi. At present working as a lecturer in a Government College of UT Chandigarh since 2001. So far research interests are concerned, the author is more keen on Indian politics, globalization, education, local-self government, civil society, rural development, public policy and governance.
