Synopsis Prof. C.H. Hanumantha Rao is one of India’s most distinguished economists. He has contributed immensely to both research and policy making in India. As a token of gratitude, some academicians and policy makers decided to pay a tribute on his 75th birth anniversary by bringing out a volume containing research papers relating to few important themes on India in the context of globalising world. All the contributors to this volume have made important contributions in their respective fields. The themes included in this volume are presented in four sections. The volume begins with Macro Issues in Development covering issues such as changing role of Reserve Bank of India, fiscal federalism, performance of firms, macro modeling, and governance. The next two themes are Issues in Agricultural Development and Equity and Emerging Institutions in Agricultural Development. These sections cover important issues relating to agriculture ranging from WTO and trade to small farmer development. It is known that Prof. Rao has extensively worked on agriculture and rural development in India. The last section is Poverty and Environment. The papers included in this section cover issues on poverty reduction, sustainable development and employment, and climate change. At this stage of India’s development, analysis of above issues is important for framing better policies to achieve growth and equity in India. Surely, the essays included in this volume would be quite useful for researchers, policymakers and students.

About the authors

R. Radhakrishna

R. Radhakrishna is Director, Indira Gandhi Institute of Development Research (IGIDR) in Mumbai since March 2001. From April 1998 to March 2001, he was the Vice-Chancellor of Andhra University. After his doctorate from Gokhale Institute of Economics and Politics, Pune, Prof. Radhakrishna had about three decades of career in research, teaching and administration of academic institutions. He was the Member Secretary, ICSSR and was the Director, Centre for Economic and Social Studies, Hyderabad. He was the recipient of VKRV Rao Price in social Science Research for his significant contribution in the field of Economics. He was President of the Agricultural Marketing Society and of the Indian society of Labour Economics for the Year 2001. He was a consultant to international organisations like ABD, FAO, The world Bank and UNDP and UNESCO. He was a member of several Government Committees including the Expert Group on Estimation of Proportion and Number of Poor (Lakdawala Committee), Planning Commission, Government of India (1989-93) and High Power Committee for Long term Grain Policy (Abhijit Sen Committee), Government of India, 2000-02.

S. Mahendra Dev

S. Mahendra Dev is presently the director of Centre for Economic and Social Studies, Hyderabad. He did his Ph.D. from the Delhi School of Economics and his Post-doctoral research at the Economic Growth Centre, Yale University and was faculty member at the Indira Gandhi Institute of Development Research, Mumbai for 11 years. He was Senior Fellow at Rajiv Gandhi Foundation during 1996-97 and Visiting Professor at University of Bonn, Germany in 1999. He has written extensively on agricultural development, poverty and public policy, food security, employment guarantee schemes, social security, farm and non-farm employment. He has more than 70 research publications in national and international journals. He has been a consultant and advisor to many international organisations like the UNDP, UNICEF, World Bank, International Food Policy Research Institute and ESCAP. He has been a member of several government Committees including Prime Minister's Task force on Employment.

S.K. Rao

Dr. Rao was educated at Andhra and Cambridge Universities and taught Economics at the University of Cambridge and Jawaharlal Nehru University. Dr. Rao also worked at the Commonwealth Secretariat at London for 18 years between 1978 and 2001 in various diplomatic capacities. He was Economic Adviser to the Ministry of Commerce, Government of India during 1986-87. Dr. Rao is currently Director General of Administrative Staff College of India, Hyderabad.

K. Subbarao

Dr. K. Subbarao was until recently a lead economist in the Africa Region of the world Bank, responsible for research and operations in social protection, poverty and vulnerability. He is currently a consultant on safety nets and social protection for the South Region of the Bank. Prior to joining the Bank, he was a professor of economics at the Institute of Economic Growth, Delhi, and a visiting research fellow at the University of California at Berkeley. At the Bank, Dr. Subbarao played a major role in analytical and policy work on poverty, particularly in the domain of safety nets. He has published extensively on teh subject, and is the lead author of Safety Net Programs and Poverty Reduction: Lessons from Cross Country Experience and Reaching Out to Africa's Orphans: A Framework for Public Action. Dr. Subbarao's past research spanned a vareity of issues bearning on India's agricultural price policy and income distribution equity and efficiency of farm price and input subsidies, public distribution system and other anti-poverty programmes. he has authored or co-authored 8 books and over 50 research papers in various professional economic journals.
