Synopsis Addressing the problem of Other Backward Classes (OBCs) through the policy of reservation of seats in the higher educational institutions by the government and subsequently passing of an act by the parliament has renewed the debate on reservation and related issues. This volume brings together selected and exceptionally insightful papers appeared in the journals, newspapers etc., dealing with every conceivable dimension of the reservation policy in general and for the OBCs in particular. In their long and crispy introduction to the volume, familiarizing the lay reader with the long drawn-out and complex debate on OBC reservations, the editors have contextualised the issues of social exclusion in Indian society associated with multiple group identities like caste, ethnicity, religion, gender and other forms of exclusion. They have also indicated the theoretical framework for developing inclusive policies to deal with the consequences of historical exclusion, as well as the safeguards against continuing discrimination in the present. In the end, they have proposed that, given the multiple forms of exclusion associated with group identities, the nature of inclusive policy should be such that it addresses the group specific problem, depending on the nature of discrimination and resultant educational, social and economic situation.

About the authors

Sukhadeo Thorat

Dr. Sukhadeo Thorat is currently the Chairman of University Grant Commission and a Professor of Economics in the Centre for the Study of Regional Development, School of Social Sciences, Jawaharlal Nehru University, New Delhi. He studied at the Milind College of Arts (Aurangabad, Maharashtra), Dr. Babasaheb Ambedkar Marathwada University (Aurangabad), Jawaharlal Nehru University (Delhi), and Main School of Economics, Warsa (Poland). During 1989-1991, Dr. Thorat was a visiting fellow at Iowa State University (Ames), Centre for International and Comparative Studies, Iowa City, and International Food Policy Research Institute, Washington DC (U.S.A.). He was a founding Director of Indian Institute of Dalit Studies during 2002-2005. Dr. Thorat's research work relates to mainly Agricultural Development, Rural Poverty, Institution and Economic Growth, Problems of Marginalized Groups, Economics of Caste System, Economic Discrimination, Human Rights Issues, Economic and Social thoughts of Ambedkar, and Slums etc. He has to his credit eleven books and more than fifty papers in national and international journals.

Narender Kumar

Dr. Narender Kumar got Doctorate from the Centre for Political Studies, Jawaharlal Nehru University, Delhi. Presently, he is teaching at Motilal Nehru College, University of Delhi. He has contributed various articles and research papers in journals of repute and authored a book Scheduled Castes and Panchayat Elections in Haryana.
