In a sense, this is a sequel to the author's earlier book Journeys through Babudom and Netaland; both covering the theme of issues of governance in India. GovernMint in India: An Inside View treats the subject analytically, with the incisive eye of an insider. The instruments of governance and their components are subjected to micro-analysis in terms of their past performance; the macro results of these actions have been summarised. A self serving elite has been formed that is preoccupied with its vested interests. The entire administration, with infrastructure and its development programmes become the terrain for serving the personal and political interests of the neta in particular, and the other interest groups in general. The voice of the common man in India goes unheard. After sixty years of Indepence, the poorer segments of India, which constitutes the majority, remains impoverished. What needs to be done to change the momentum of development –this is the theme of this book. TSR bases the examination of the constitutional institutions from the perspective of his close proximity to and experience of working with these agencies, for over forty years. The analysis throws up a number of specific directions for remedial action and could start a meaningful debate towards serious reform. The author's knowledgeable eye spares no agency, however mighty; and directly assesses its contribution to the nation's welfare. Institutions and systems which have performed reasonably well have also been identified.
