Our agrarian economy is facing grave crisis. Some of the crises are natural and some are man-made. Our agriculture is still a gamble with monsoon even after completion of ten five year plans. Flood devastations, drought and fall in rainfall are natural calamities whereas absentee landlordism, defective tenurial system; arbitrary fixation of rent, disparity in the ownership of land; paucity of financial resources, illiteracy and ignorance among farmers, partial implementation of land reform measures prevalence of semi-feudal system in the rural area, indifferent attitude of the state and union governments; burden of indebtedness; lack of marketing facilities and rampant corruption in the distribution of fertilisers; improved seeds and agricultural tools are some of the glaring causes on account of which the agrarian crisis is deepening day-by-day despite the tall talk of the Government and Planning Commission to achieve 4% agricultural growth during 11th plan period which is stagnating presently at 2% per annum.
