Synopsis
The concept of 'good governance' came into political and academic discourse only recently when the World Bank and other aid giving agencies blessed it as a part of pre-condition for economic aid or a process of reform qualifying for such aid. It has, however, been an aspiration of people, a challenge to rulers, and a romantic ideal for philosophers and political thinkers round the ages. Though narrowly conceived by the World Bank and other money lender agencies; to serve their own agenda of promoting liberal democracy, free market, privatization, deregulation and state withdrawal from many economic spheres; 'good governance' has emerged as a powerful global concern over the years. It must be emphasized here that governance is a very dynamic concept which needs constant tending. To be in tune with fast changing political, social, ad economic milieu along international environment and conditions, it requires a more creative approach and periodical rethinking and even remodeling. The search for good governance has to be a continuing process. The current study is a modest attempt in the direction of searching, rethinking and reinventing good governance. From the pages of the book, it emerges clearly that India is passing through a period of serious crisis of governance. There is, therefore, an urgent need of restoration of the health and vitality of our democratic institutions and re-inventing good governance. The ideas and suggestions present in this volume will hopefully generate and facilitate further meaningful debate on the theme of governance and political reforms in India.
