The World Commission of Environment and Development has noted that while stainable development is essential we do not pretend that the process is easy or straight forward. Painful choices have to be made. Our marvels of science and technology and matched if not outweighed by many current tragedies including human starvation in some parts of the world and extinction of other life forms.

A different great society cannot be built if it just copies the western scientific technological and economic trends which have so badly backfired in the West. Development is a value tern or as we would say in the philosophical Jargon a value laden term a term loaded with value content. Development attempts of respond to deeper social and philosophical questions. Development is not for the sake of development but in order to improve the human condition in order to bring social justice and social equity in older ultimately to bring about the road to happiness.

Indian concept of development too covers all aspects of mans life his physical intellectual emotional and spiritual. We know how the present day purely material aspect to the exclusion of the rest is degrading and destroying mans happiness not only at the familial social levels but at the International level also. The concept of dead uniformity in all matters of low for all races countries etc., is also repugnant to our basic of Unity in Diversity. Such a development has global outlook and international concern for environment.

The Union Government anacted a comprehensive Environment Protection Act in May 1986 keeping in view the lacunae and procedural difficulties involved in Central and State anti pollution the new Act is superior in its approach to environmental problems compared to the earlier ones. The new Act has a far comprehensive approach.
